Policy & Regulation

Fiscal Analysis

Every incentive, appropriation, and approval has a public balance sheet on the other side of it. We model that side with the same rigor as the private one — what a decision does to revenue, to expenditure, and to the budget of the government being asked to say yes.

Capabilities

Four ways we work. Each carries the behavioral response through the model rather than resting on a static estimate.

Fiscal Impact Analysis

The net effect of a project or policy on a jurisdiction's finances: new revenue set against new service costs, year by year, for the specific city, county, school district, or state carrying the decision. This is the analysis a council or a legislature needs in front of it before it votes.

Revenue Estimation

What a tax change, an incentive, or a new activity actually raises or costs — modeled with the behavioral response built in, which is where static estimates and real outcomes usually part company.

Public Expenditure Analysis

What a decision commits a government to spend: infrastructure, public safety, schools, and the operating costs that arrive after the ribbon cutting and stay on the books long after the announcement.

Government Budget Analysis

How a proposal sits inside a state or local budget as it actually exists — fund structure, balance requirements, debt capacity, reserve policy, and the competing claims already made on the same dollars.
